Well Jim it all started with a discussion of AGM batteries. When it was pointed out that AGMs need to be fully charged when a charge cycle is begun he jumped in with his 'device'. Since he has offered no technical details at all I have no idea whether it would help with AGMs at all. So, there is the link.
