Just a clarification on this.  I am more worried about debris and dangerous 
critters than getting a little wet.

Right side of the dock closest to shore.  About 2 to 2 ½ feet of water on the 
side I need to work on.  Bottom is mud.

So should I get hip waders or should I get boots with either my rain gear pants 
or some cheap soft bottom waders to go in the boots?  Money is an object here 
that is why I can't spend a ton of money on full chest waders.  I am also 
limited by what might actually be in stock at Walmart or Dicks.  No Bass Pro or 
anything like that around here.  I am sure West would be too expensive.
