Thanks Lee.  The regulator is external so I can see the four wires that go to 
the alternator - one each to each output pole of the alternator, two that go to 
the field (one labelled "FLD", the other "STA").

I am measuring the voltage at the batteries,  I have a panel meter but have 
also checked with my digital voltmeter.  Both are in rough agreement (the panel 
reads about 0.2 V low).        Hal

If the regulator, internal or external has a "SENSE" wire, it may be 
disconnected.  Are you measuring the voltage at the batteries?  Have you 
checked the meter?  Running this charge for very long may damage the batteries.
