It was a local misconfiguration on the site. I fixed the issue by
adding the permission for authenticated (i.e., registered and logged
in) users to add new tickets and append comments to them, and also
revoked the permission to create tickets without logging in.
I have registered there, but still don't seem to be able to log in. Is
that because I'm not "trusted"?
