You mean the run level directories?  The dialogs are run before run level 3 
aren't they?

I'm thinking of simply setting a default and instructing the user how to change 
it.  In respect of user locale, it's not an issue for speakup.  As speakup when 
driving a hardware synthesiser, will more or less start immediately way before 
any file systems are mounted.  From "boot up to shutdown"
