I am currently doing most development using Ubuntu 15.10 so I know for a
fact that works (as does 14.04 LTS).
I did some extensive testing recently with the Fedora / RPMFusion
packagers, so that should also work out of the box.
You could also try Ubuntu Studio.
For Ubuntu, the list of required / recommended packages looks like:
sudo apt-get install autotools-dev libtool libgtk-3-dev libav-tools
libpulse-dev libavcodec-dev libavformat-dev libavutil-dev libswscale-dev
mjpegtools-dev libogg-dev libtheora-dev libtheora-bin libvorbis-dev
libunicap2-dev libfftw3-dev libgl1-mesa-dev glee-dev libglu1-mesa-dev
libjack-dev libdv4-dev libraw1394-dev libavc1394-dev youtube-dl libdv-bin
Extra effects:
[ sudo apt-get install libopencv-dev ladspa-sdk frei0r-plugins-dev
libvisual-0.4-dev libprojectm-dev projectm-data ]
Extra encoders:
[ sudo apt-get install libmatroska-dev ogmtools mkvtoolnix vorbis-tools
icedax lame x264 gpac ]
