There is now an experimental online LLRP decoder at http://llrp.org/tools/decode.html which will process PCAP-format (Etheral/Wireshark/Tcpdump/etc...) files and dump an LTK-compatible XML description of the messages within. The messages can be turned back into the XML binary format using the LTK encoder functions either unchanged or after editing them. Enjoy!
