LGTM. Thanks for arranging this. Personally I think it is okay to have the comment in every file. If nothing else, I've noticed people's AI agents like to add integration tests in violation of the policy. In my experience the agents seem to grep for similar tests and try to make the new tests similar. Hopefully having the comment in each similar existing test will force the agent to read it. That said, I don't have a strong opinion on this. This particular problem is easy to spot in review and would be better prevented with an AGENTS.md file.
