Getting it down to the minute or second would obviously have it's issues,
but that's not saying we can't use the honor system and impose a drop dead
upload time of 15minutes after the competition ends. If it's done on IRC
then the conversation should be suggestive of the people honoring this or
not (i.e. "Hey, mine's uploading how... it's not finished uploading but the
URL will be http://soundcloud.com/tres-finocchiaro/60-minute-challenge.";)
