A technology like Google Hangouts would probably be better, but even
hangouts has it's issues:
1. Video is grainy
2. Requires a Google+ account
3  Maximum of 10 people

It's probably a better idea to use the honor system and have a drop-dead
time for uploads (i.e. 15 minutes after the comp has ended).  It's just too
hard to micromanage the stopwatch around the world.
