Just file it as a bug report and make some type of mention that it is an
enhancement to existing functionality.
Now that you know what the problem is, you can even name it as such if you
wish: "Recursive VST Effect Enhancement".
It will be categorized at a later time by a developer with proper access.
If you know a little bit about C++ you could even locate the code and put
in a small code snippet recommendation into the bug report.
