It seems the odp_pktio example has been broken by this commit:

Steps to Reproduce: Minimized, easy-to-follow steps that will trigger the bug.
Include any special setup steps.
1. clone odp.git, checkout the parent of the indicated commit (which is
2fadaf4fef2b309da5c7477a9848737ec43e462e)
2. run the odp_pktio example and ping from one machine; duplicate ICMP replies
should be sent back.
3. checkout 0d934707499ff6770829d6f305bf3679247d8d0f and run the same example
...
Actual Results: What happened after performing the above steps.
The behavior varies, either a lot of duplicate packets are sent back, on
another machine no duplicates were sent back
Expected Results: Each ICMP request sent from the other machine should get two
replies, the explanation is rather long, 6 packets are exchanged in total.
