Is it truly worthwhile to have so many tiers of 'governance'? I can see some 
benefits from such an arrangement, but also take note that it can distance 
users from the top-tier and hinder independent decision making as groups feel 
compelled to compromise and co-ordinate with one another. Co-operation is a 
good thing, but teams should take care to remain nimble and to not burden 
themselves in unnecessary 'bureaucracy'.
