I use apt-mirror to create a local mirror. You need about 17G for a binary only mirror of one release, one architecture. Around double that for binary + source. Once you have a local mirror you can then use "apt on cd" to create a CD/DVD collection of the repository. You can also copy the contents of the repository to a USB attached harrd disk for distribution.
