I reached out to all unapproved LoCo's in North America (

   - Improve Mentoring of LoCo’s
   - Better Engagement with Unapproved LoCo’s
   - Follow Up’s and Health Check’s of LoCo’s that are Declined Approval


I used to idle on #ubuntu-locoteams pretty frequently and to be honest
there has been a lack of responsiveness there by current and past LoCo
Council's. It seemed nearly every other day someone would come in and ask
for information about LoCo's or starting one or a problem they are having
and the LoCo Council was unavailable to those people.

I have always thought that the process for approval (or whatever term is
being used today) was subjective versus well defined. There have been
LoCo's that have had amazing levels of activity and put together great apps
in the past that have been declined while frankly poor applications and
lack of activity has seen some LoCo's approved.

Ultimately I think the LoCo Council to a degree has done its role well when
it comes to governing or approving LoCo's but there have been some issues
as mentioned above.

Ideally I think it would be great to see the LoCo Council redefine its role
and how it interacts with LoCo's.

Also, how can LoCo's be expected to product team reports if the Council

I would encourage potential new council candidates and those who are
remaining to please take a look at other open source communities that have
programs similar to the Ubuntu LoCo Team's and see where they have been
successful. Fedora Ambassadors, Mozilla Reps and other programs come to
mind.

Jono had a ambitious idea of having an approved loco in every U.S. state by
the end of 2007. Today their are less approved loco's then there have been
in 2012 and 2011.

Something is not working well and their is room for solutions because what
may have worked in the past is not working today.
