[VOTE] new committer Jim Moore

Hi,

I'd like to propose that Jim is given committer privileges for log4j.
He's contributed a number of bug fixes and improvements, has answered
questions on log4j-users, and generally demonstrated a good
understanding of log4j and commitment to its further development.

I'm (obviously) +1.
