Bugzilla is very easy to use. Even as a first time user I found it intuitive and forgiving. You can assign items to individuals, but 99% of the time the default ("Assign Issue To Component Owner") is chosen. What happens then is all the log4j developers will get a notification of the submission, and it will be an open issue until resolved. (Resolved can mean a number of things, including "never going to do it" and "not going to do it in this release). Typically, the committers carefully review all open isues prior to releasing something. This system keeps enhancement requests and patches in the foreground, as opposed to in some mail archive.
