Because every now and then there's a confused/unsure user who is looking for the 
product or information about it and arrived at the email address ([EMAIL PROTECTED] or 
whatever) via means other than the formal Apache Mailing List instructions page, so 
they don't have the directions on how to subscribe.  This happens once or twice a 
week, at least, for the tomcat lists.

Moving to your suggested policy would automatically block messages from these users, 
which is unfortunate but not that big a cost to pay for blocking thousands of spam 
messages and freeing up moderators' time.

Hence my +0, it's a non-ideal world with spam ;(
