I can change the link to http://archive.apache.org/dist/jakarta/log4j/archives from the current link. However, the users will still getting the files from http://archive.apache.org/dist/jakarta/log4j/archives , not from one of its mirrors. Or am I missing something?

i haven't deleted the older releases from the directory and so you can still download them if you know (or can guess) the url. i think that it'd be neater if they were removed but i'll leave that up to you.
you already have a good .htaccess in builds/jakarta-log4j so i've left that alone.
