I'm going to apply your patch.  I didn't follow too closely the discussion, so if 
other committers think it's a bad idea, they can revert it.

Your NDC patch includes an import for a ThreadLocalVector helper class, which doesn't 
exist and isn't referenced, so I'm committing your changes after removing the import.

The unit test passed.
