Emulation of log4j 1.2's o.a.l.RollingFileAppender

Velocity is currently building against log4j 1.2 only since they use 
log4j 1.2's o.a.l.RollingFileAppender.  Migration to 1.3's 
o.a.l.rolling.RollingFileAppender is not a viable options since I'm 
sure they don't want to mandate force their users to migrate to 1.3.

After reviewing 1.2's o.a.l.RollingFileAppender, it looks like it would 
be fairly simple to build an emulation that delegated to 1.3's 
o.a.l.rolling.RollingFileAppender.  I haven't attempted it yet, but 
expect I could have it ready in fairly short order.  I suspect that it 
may be controversial, so I'm throwing it out for discussion.
