I'm going to revert this change and defer any additional changes until we 
decide a change is actually necessary. The idea behind this change was to make 
sure anything attempting to wait for completion has to wait to get a lock 
before it can even check the shutdown status. I don't think it's necessary 
based on current usage as long as we make a note in the javadocs to clarify as 
such.
