I just checked our environments and your observation seems to be correct.
On our Development and Test-Servers, which are constantly deployed by Jenkins,
compressing/zip does not work consistently.
On our productive Servers, which are always redeployed cleanly (shutdown,
deploy, start), everything works fine.
[~nickhardy] thanks for the hint. It was just a copy&paste error for this issue.
