The mystery is that the file is nowhere to be found.. I can search the 
entire directory structure for any .log file and it finds everthing 
"but"..  The file does not exist on the machine...

I found that with just a filename, the logs wanted to go to the Tomcat 'bin'
directory.  I start Tomcat with 'catalina start' from that directory.  So I
use:
log4j.appender.daily.File=../logs/bendev.log
