The file is deployed by virtue of being in my .ear file. Not sure what relevance Rational has. Sorry. Your doctype looks like it application root/some folders/log4j.dtd. I can try something similar.

The dtd is located in the same folder as the xml file that references it. WEB-INF being that folder.
