1.2.9 is stable as far as I can tell. Nested NDC seems broken with
buffering appenders (if I remember the issue correctly), but
ThreadContext seems to work fine. The RemotingAppender works fine. I'm
not sure about the ADOAppender since I've never tried it. 1.2.9 adds
some nice features like a ConfigurationReset event too. We've had it
running on several Production systems just days after it's release and
haven't had any problems in months once we got past the initial NDC
issue.

I would definitely call log4net 1.2.9 "stable" compared to any other
3rd party tool I've used, and definitely more
reliable/stable/fewer-bugs than many commercial tools with version
numbers like "3.5".
