We, the participants of the 19th Brazilian Logic Conference, second the
statement of the Brazilian Logic Society, hereby repudiating the recent
declarations and measures taken by their Excellencies the Minister of
Education and the President of the Republic concerning Education, a
universal right and a duty of the State.
According to the legislation in force, the care with basic
education is due to the municipalities (fundamental level) and the States
of the Republic (intermediary level), while higher education is due to the
Federal Government.
The arguments used by the autorities aim at convincing the
population that budget cuts or limits imposed upon resources destined to
higher education would turn into benefits for basic education. This
argument is unacceptable. As we see, the argument is flawed with
inconsistency and misleading deception, since cuts above R$ 2 billion were
already announced for basic education. The decoy is revealed by the
statement that once the government’s proposed Social Security Reform is
approved, funds will be released, without any plans for national education
being presented.
As if that were not enough, the brutal disregard for the
operation and the results obtained by Brazilian public universities is
evidenced by two measures already taken against them by the Federal
Executive in charge. They are:
1st. The permanence of low-income students – the majority – in Federal
Institutions of Education risks being abrogated by the sequestration of 30%
of the funds. Cuts of such a magnitude mean even the basic expenses with
electricity and water are in danger, a situation that effectively
inviabilizes public education and research in Brazil.
2nd. Cutting grants for graduate students will cause a true “black-out” in
the formation of essential professionals for the future of the country –
the formation of qualified teachers for basic levels of education and
qualified researchers for the development of scientific investigation in
the country.
Several manifestations supporting the claims for education and
research in Brazil have already been sent by the international community of
professors, intellectuals and scientific societies. These manifestations
have been widely disseminated by the press and show recognition and steem
for the quality of our universities education and research, as well as for
the services rendered for society.
We therefore urge parents, professors, collaborators and the
people to unite the students against the calamity announced for education
in our country.
Let us all be together in the manifestations of May 15th, when
we will assume love as the principle of order and progress in defense of
the future of Brazil.
