At the time, it was French government policy to not let their colonies
use their TLDs and instead force them all to use .fr.  That seems to
have changed in the last few months.

I was causing some trouble over this very recently*.  And with some success!
Whilst AFNIC will continue to run the registry, they will be allowing
registrations 'soon'.  They are currently consulting the people of .pm to
establish the rules the registry will operate under.

* - which involved the islan's ISP, a couple of other .pm businesses and
community groups, and a plan to approach ICANN and have the domain taken
away from AFNIC on the grounds that they were not properly administering
it.
