The main reason is that basically all Linux distributions of importance
have committed to using systemd, while upstart is essentially dead.

Both systemd and upstart were part of the previous (3.5) release of the
LPIC-1 objectives, even though no detailed knowledge of their
configuration and use was required. While in the 4.0 release of LPIC-1
the systemd coverage was upgraded considerably, we have kept upstart at
awareness level for the benefit of those people (mostly some Ubuntu and
Red Hat folks) who may run into existing systems that are actually
upstart-based to varying extents. Once upstart has really joined the
heavenly choir we can get rid of it again.
