I'm not sure I understand the question precisely, so here is a general
answer: Questions vary in their difficulty and the degree that they measure
the topic of interest. It's not neccessary that each item be perfect
because there will be a lot. Still, if you think a question's weak, then it
would be good if you could improve it.
And here are some specific suggestions: You might decide that a better
indicator of someone's competency is identifying the steps... or
troubleshooting something that went wrong because a step was omitted.
