Tom,

It's hard for me to respond without the titles of the objectives.  But I'm
not sure my opinion is all that important.  Psychometrically, things would
be neater if we randomly distributed items across exams.  But you're asking
how to arrange things so that it will be easy to prepare, which isn't my
specialty.  I can say that I'll live with things being "not neat" in order
to make preparation easier on candidates.

I suggest that you reformulate your proposal to have titles and email it as
a request for comments to all interested parties with a definitely deadline
for comments.
