Is it necessary to keep individual objectives on only one test? For example, security has both system and network components. It could go on either. Although it would be a lot easier to study discrete subjects for individual tests, it might actually increase the efficacy of the test by reducing the ability of "crammers" to pass if some important topics were represented on both tests.
If that doesn't make sense, I think that putting security and troubleshooting in the system area is quite reasonable - it would satisfy weighting and makes pretty good sense. One might question if it is best to call the system test "2a" and the networking test "2b" to give a progression from general system issues to network-specific issues.
