Not really. I have an old text from Norman Gronlund laying around but most of my knowledge comes from direct experience writing tests for the Navy. You might look onAmazon or the like for Gronlund and related authors.
I checked out Amazon and found some related books (see list below).
My goal is to understand LPI's exam development process and create a documentation, which will enable all interested community members to participate and help beyond the Linux SME part. IMO this know how can be very valuable for the FLOSS Community: educational software, free testing network, ...

I, too, studied measurement theory using Crocker & Algina's work as the textbook some years ago. The authors have done an admirable job in presenting the information necessary for a solid foundation of the topic covered, while at the same time writing in such a manner as to make it readily accessible. Personally, the sections on standard setting and bias were particularly lucid and interesting. I cannot recommend it more highly, and if planns go well, this book will likely be used when I teach a measurement course in a year or so.
