Having thought about our thread about FITB Questions and translation 
issues, I was reminded about a discussion for why we originally went out 
of our way to include concept based questions as FITB.

It was actually by request of our last psychometrician.  As I recall him 
explaining it when it was talked about with Level 2, and we began our 
rewrite process for Level 1, we needed to do whatever possible to stay 
away from "trivia" questions.  The best way to demonstrate understanding 
of concepts (as opposed to memorization of files, commands, etc) was in 
concept FITB questions.  That resulted in the couple of items that flagged 
this conversation.

I personally like the idea of the concept-style FITB questions.  I haven't 
had any complaints about them so far, before this question of translating 
the answers.  I personally would like to keep them, but that's not my 
decision :-)

I'll go back through our item pool and flag all questions that this 
affects, however, and review them with our psychometrician as we begin 
changing our exams.
