Daryl I agree in principal to your reasoning but the one thing that first comes to mind is that the certification test is made up from questions pulled from a pool of questions. A candidate may not actually get asked a question of a specific (sub)topic in an objective.
Your suggested format is requiring that the examiner/test engine must use a question from each (sub)topic. To me this is making the certification test too predictable.
