Yes, but it covers only cases on a level like "show me options with --help and 
unserstand it".
A LPIC-3 specialty should go beyond that. My example of a missing include
of errno.h or detecting missing libs and versions of them is not covered.
"Understand basics of invoking make to compile programs."
            ^^^^^^ (leaving room for more)
"Apply parameters to a configure script."
(Fixing errors is not covered.)

IMHO it means: Do you know these tools and some CLI options?
IMHO It does not mean: Do you know how to interpret setjmp()?

Got me. ;-)
As I already wrote it was meant as something like "programming skills" not
as a formal mean.
But stop! I only talked about programming experience/skills, but if other
certs for "software engineering" exist, it does not by default mean that
there *should* be no LPI certification about this topic. :-)
