I would say logrotate is out of scope for that section; it concerns only
a sysloggera nd how to get it to write logs somewhere.

logrotate is something else entirely, the syslog function still works
regardless of whether log files on disk are rotated or not. I view
logrotate as an extremely useful sysadmin tool and prevents many dead
brain cells, but is not critical to a functioning Linux system. It
really belongs in a miscellaneous section of "stuff that makes life so
much easier", if the current objectives have such a thing.
