Well, I'm no expert on this, but as no one else seems to be answering:
I *think* lpr is going to put it in the spool directory and tell lpd
about it, so you need a spool directory.  OTOH, you certainly don't need
a separate directory for each queue.  (I could be wrong on the former
point but not on the latter.)
