I had a 4000T (with a JetDirect card thrown into it, so it's basically a TN) and I did /not/ have this problem. All of my printers (4100N, 8150N, 4000T, 4M+, 4V, etc.) go into a powersave mode and wake up when jobs are sent to them. Maybe this is one of those newer and sketchier HP printers?
