I do not know if this helps.

I had a similar problem and I decided to seperate the tasks.

First I have queues for the incoming jobs. These are the queues
other people see. This are bounce-queues, where the job is processed
by the apropriate filter(s). I bounce all jobs to one router-queue
for each printer I have. There a router script decides where to
forward that job. Then comes the outgoing-queue, which sends the
job to the printer. 

For you this would mean, setting the resolution happens in the
incoming bounce-queue. Do not process or filter the jobs
in the router-queue or the outgoing-queue.
