So ABR can not set nhs and hide this complexity as it would have to swap the VPN labels in the packets. If you want to make ABR acting as Option B where they are full VPN gateways to the areas sure - that is deployed today - but where most of the needs are for unreachable is when you use option C or construct end to end path in one way or the other with no bottlenecks on the way.
