There’s nothing in the charter that says an IGP can’t use out-of-band signaling. I wouldn’t break this up since the reachability detection is done in the IGP. You seem to be locking IGPs to flooding based transport only. Anything else you call "out of band" - I do not subscribe to this. The IGP is used solely to advertise support for the registration/notification protocol which operates over TCP or QUIC. I’d consider this out-of-band signaling with respect to the IGP as well.
