Based on the feedback on the adoption call for draft-head-idr-bgp-ls-isis-fr-00.txt (now: draft-ietf-idr-bgp-ls-isis-flood-reduction-00.txt), it appears the IDR chairs were unclear about the rules for including BGP-LS TLVs in LSR specifications. It seems wise to clarify these rules for BGP-LS TLVs for LSR and IDR. If we do not have consensus within the LSR and IDR chairs on the rules for BGP-LS TLVs In LSR drafts by IETF-114, we will go back to the previous mechanism of requiring drafts in LSR and IDR.
