This is a simple flood reduction algorithm based on well proven algorithms deployed in MANET. Recent evolution in network topologies towards highly regular topologies in datacenters as well as in WANs will benefit from the flood reduction in IGPs. As a co-author of this draft, I support the adoption of this draft.
