MPD is the maximum packet size that can be processed in the data plane, it's 
not the maximum size of MPLS stacks or IPv6 headers that can be supported by a 
node.
The reason why MPD is defined separately for MPLS and IPv6 is based on the 
consideration that the maximum packet size can be processed by a device MAY 
differ from the data plane type/ethertype. 
Similar with IGP-MSD, this MPD information doesn't influence the routing 
decision. It helps when an node needs to increase the packet size that the 
downstream nodes  need to be processed in data plane (e.g 
inserting/encapsulating headers like you mentioned), if the downstream MPDs 
aren't sufficient, the node may choose to not to use this feature and log an 
error, but it's mainly based implementation decisions.

Hi Yao,  
I this I see what you are advertising - essentially it is really not the packet 
size but the maximum size of the MPLS or IPv6 headers that can be processed in 
the data plane. Is that correct? Conceivably, nodes in the IS-IS/OSPF domain 
would make routing decisions based on what nodes can process the associated 
headers? Or would the IGP nodes use the information to determine whether or not 
the features requiring the additional headers can be used? a
