This in itself is not an answer. This is true for everything in every WG draft 
the IESG has to read.

But the authors clarified this was to bring it in sync with all the other 
related registries, so thanks to the authors for taking the time to answer my 
question.

Thanks for the pointer but obviously, i cannot subscribe and read all mailing 
lists for which i receive drafts to ballot on. It would have been great if the 
motivation for the registry policy change had been noted in the Sheperds Write 
Up. That's exactly the point of those.
