Yes, maybe, but it will require a lot of confirmations on all the links of all 
the IGP existing routers. It will be one error prone approach, for the existing 
infrastructure, or for the future deployment.

Speaking as a WG member: 

Since an IGP domain is under a single administrative control, you can just use 
consistent metrics on your links if this is your intent.
