Tony – I agree with you that this is applicable to OSPF as well.
Related to that, I just noticed that in the new IETF version of this draft you introduced new signaling in https://www.ietf.org/archive/id/draft-ietf-lsr-isis-flood-reduction-arch-00.html#name-signaling defining a new sub-TLV in Router Capability TLV. But this is not necessary. You should be able to use the signaling already defined in RFC 9667: https://www.rfc-editor.org/rfc/rfc9667.html#name-is-is-dynamic-flooding-sub- RFC 9667 also defines signaling for OSPF – so you will be covered in this regard when you expand the scope of the draft to both protocols.
