I think the solution to this is that the "template" images were taken
at an airmass of 1.01.  Also, since Andrew was looking at the Galactic
bulge, completely crowded, he used the color per pixel instead of the
color per object to find the extra offset in the astrometric remapping
of template image at airmass=1.01 to science image at airmass=X.XX.

This particular solution is almost certainly not sufficient for LSST.
In particular, we will not be able to get all fields at zenith.
