Yes, perform the changes in the DC1 branch. The portions of that
branch that we'll use in the future will be moved into the main
branch in the future, and then we'll do another branch for future
development at that time.

The structure will be refined as it develops. To begin with the Policy
module will be placed in applications/framework/Policy but it will
probably move up into middleware when the XML version is completed and
integrated into the existing app pipeline codes.
